I had the same problem. Lots of causes for it: leaky gasket (leaking internally), float adjusted wrong, float with a hole in it and slowly sinking (listen for any liquid inside or test it for air leaks in soapy water), needle valve worn out and not sealing, or fouled with dirt, or the float hanging up on the gasket or catching on the side of the bowl and not making it all the way up. For me it was the gasket catching the float. Good luck.
