To prime the hydraulic pump, under the filter canister, there is a pipe for the steering supply, loosen the fitting and place a container to catch the oil, start the engine and check for oil flow at the fitting. Stop engine when there is oil flow. When the pump is worn, it's harder to prime the system. Bernard le mécano
If this dosen't work then there is a problem with the suction tube or "O" rings. Is the filter correctly installed? Filter next MCV and strainer next the cover?
