These valves are called "priority flow divider valves". This is so the "priority" is the last to be lost due to engine (or pump) RPM. Say the pump is capable of 10 GPM and the PFDV priority is 4 gpm, you can idle the engine down and still not loose flow out the priority port. You may loose flow to the "secondary", but as long as there is flow at all, you will have it where it is most important, or the steering plumbed to the priority.
these valves are not expensive... I have seen them at TSC, but don't recall the price. As long as your requirements for your secondary flow are not a problem, it's the simplest and easiest way to go.
I have one on my 240U which does not have a very large timing gear pump and I do loose flow to the rest of my system (3 point) when I idle down... my loader is on a "live" pump off the crankshaft. From about 1/3 throttle and higher, I am okay on my secondary.
Another option is to go to a junk yard and get a PS pump of a vehicle. Most of the time the Charlynn units used a Saginaw (GM) PS pump. Then there is never any worry about having your power steering.
