If the tractor will roll okay when shifter is out of gear and clutch engaged, its not in two gears. Something is keeping the transmission input shaft, lower transmission shaft or belley pump from turning. If you don't find any ice, a roller from the main shaft pilot bearing can come out and wedge between the constant mesh gears. With the clutch pedal blocked down, trans out of gear put the pto in gear and see if it can be turned backwards or back and forth to dislodge anything stuck in the gears. Would remove the front trans drain plug to make sure no ice under the constant mesh gear first. Ice most times blocks the bull gears also if its there though, then tractor wouldn't roll. Maybe drop the inspection cover under the hydraulic pump drive shaft and make sure pump shaft turns also. If easy stuff fails remove the belt pulley gear box or cover and look for the problem. This is just guess work without inspecting what you have.
