International Harvester 584 Bleed Fuel Lines

Tractor stopped after fuel tank got one third down, going uphill(slight grade). Opened vent caps on fuel filters and bled lines to pure fuel. Ran two minutes and stopped again. Opened vent caps and air sucked in. Bled until pure fuel again and tractor did the same thing. Can someone tell me what I am doing wrong? Should I be checking something else. Frustrated in KY.
