The governor should be timed, but that is to the crank/camshaft not the carburetor. If you have battery ignition, mis-timing can be compensated for in the battery ignition unit. If you have a magneto (unlikely on a 424), timing needs to be right.
The linkage between the governor and carburetor needs to be ADJUSTED for it to work right. A bunch of people (mainly on this site) keep refering to this adjustment as "timing" the governor. That is both wrong and misleading. I could comment more on adjusting the linkage but I need to go out and time my rear tires to a set of cultivators so I don't run over the corn.
