Chris, A little more infornation would be helpful. Is the engine not cranking over when you hit the starter button? Or is it turning over and not starting? If it's been sitting for three months it might be just as easy to put a battery charger on the battery and let it charge up overnight. Then give it a try. But in answer to your question, yes you can jump directly to the starter terminal. Just remember that if it still the origional 6 volt positive ground system to hook the NEGATIVE jumper cable lead to the starter post and the POSITIVE lead to a good ground. Make sure the tractor is out of gear because as soon as you connect both leads it's going to crank! Also, if you're using a 12 volt battery to jump it with, be prepared for a few sparks. If the tractor battery is completly dead and your generator isn't working the engine will die as soon as you unhook the jumper cables. This is asuming you have a battery type ignition with a coil an and distributer. A magneto ignition system doesn't care if you have a battery or not. Let us know how you get along with it.
