You have had lots of good suggestions. My experience is that the lower upper bolster bearing is usually the culprit. This is the bearing around the vertical shaft that comes down from the steering gear. The bearing is just above the level of the frame rails. It makes a lot more difference than worn u-joints because the worm gear intercepts the wobble. I have never had a gear so sloppy that the front end wobbled, but I may have been lucky. But the bearing I am talking about is worn out on lots of old Farmalls. To check this bearing, jack the front of the tractor up so the front wheels hang free if it is narrow front. Grab them and push side to side. If the bearing (it is a sleeve bearing with a ball thrust bearing) is worn the wheels and everything will move side to side. The zerk just above the hand-crank shaft in front center of the tractor greases these bearings. If you have a wide front tractor just have someone wiggle the steering wheel back and forth and look up under the front of the tractor and see if the bottom of the steering shaft is moving sideways instead of turning. You can do a lot on wide fronts by giving it a little more toe-in, I bet your tractor is narrow because you have this problem. It is a tough job to get the old sleeve out and the new one pressed in. I am running one tire flat now on an M I baled 11,000 bales with this summer to wait until cooler weather to get the bearing changed. The M's and H's are built the same, just different sizes. If you have to replace this bearing, have the steering shaft (upper bolster) checked for cracks by somebody who can check crankshafts. I had one break off too, and fortunately I was in a field. I always remember it when I'm ripping down the highway in 5th gear, pulling a load, and start bouncing over a rough road. High pucker factor to realize your front wheels could both fall off together!
