Sounds like you could have a fuel flow problem, leaning out on quick acceleration. Make sure you don't have any intake manifold air leaks. You might try pulling the drain on the carb make sure you get good flow. Your needle valve could be sticking in the closed position. When the engine draws a lot of fuel, the inrush of fuel refilling the fuel bowl causes the float to rise and the valve to stick, leaning the engine out until the float falls again. This could be caused by a bad needle valve, seat, or possibly the float rubbing on the carb just at the high position. And this will be a slow cycle. Slow acceleration never causes the float valve to shut entirely. I've never had governer problems on a Farmall so I don't know how they act, but I would think it would be a fast cycle.
