i just went through the same thing a month ago, after we got the tractor completely back together, i pulled and pulled on the crank. finally got tired and pulled it out side and put her in gear and eased off the clutch. within 10 yards she popped and came to life. you should have seen the carbon and crude that came out of the manifold. After that the tractor starts real easy if, you only choke it for one crank. hope this helps.
