Couple of quick checks you could do. Unhook the return line from the foot n inch valve and drive tractor and try stall test. If fluid comes out of that return line the valve is leaking or not adjusted properly. Pedal must not contact the platform when fully back. They do break the spring inside foot n inch valve quite often also, same symptom. Other test, little more involved. Find two steel caps to fit the two lines leading from top of trans multi valve , cap off those fittings, and give it a try CAUTION, you will have no control with the foot n inch pedal when doing this, only the speed ratio lever. If it still won't stall out the problem is definetely inside and not any of the control valves. You do have two capsules in the drive control valve that can cause problem and this test will eliminate those during test.
