Why not try the simple and cheapest route first and tell her it is a lower cost and simple attempt to just get the tractor engine runing. Basic cost plus about the same for labor and be sure to tell her this is just a low cost attempt to check out the possible most expensive item.. the engine... Once that 'wild card'(the engine)is known you will have two things known. Does the engine run and is she the type person to keep working with on this tractor for her grandsons, (not your)enjoyment.
