Pull the spark plugs, squirt oil in cylinders, like Marvel Mystery Oil. Get out the crank, lean on it, oil it again, keep repeating until it breaks free. Check compression afterwards. Electric start requires a clutch housing with a starter socket. After you break it free, just get new plugs and points, and only push the crank down with the palm of your hand - If you wrap your hand around it, it could break any or all bones in your hand when it fires.
