Ben I would suggest .020 for cold since you have a fresh engine. Those valves will be seating over the next 20 hours or so. I recommend you re-torque the head bolts after the second hour or so. Since you will have the rocker arm assembly off, that is when I reset the clearances to .018. Open up the bottom jet about 3 full turns and see if that gets you going.
