if with nothing hooked to it, you raise the handle, feel the spring in the valve as your linkage goes over center, and the shaft turns a little bit, that means the little pin is NOT broken. usually it breaks when you flip the lever up and down too fast, not in steady going.
if your lockup pressure wasn't set right when the pto was rebuilt, you could have smoked the clutches. however, they usually won't go all at once- they'll get weaker and weaker.
i wouldn't be surprised if you lost the big snap ring that holds the stack of clutch plates in the clutch cup. (ref # 61 in the parts diagram). i've seen it pop out of its groove on a 986.
