No drip hole. O ring in the lower housing of distributor. Gear needs removed from shaft and shaft removed from housing to replace. O ring won't stop a hydraulic pump leak from going past it if pressure is building in the drive housing though. Yes the shaft between gear and housing can be shimmed if needed to reduce endplay. Check that the gear is still tight on the shaft. sometimes the pin gets loose or breaks retaining the gear to the shaft.
You could remove the 1/8 inch pipe plug from the drive housing and maybe get the hay done. Try to put something there to keep the dust out. Or loosen the drive housing where bolted to pump and stick something thin between to make a notch in the gasket or mess it up enough to leak oil. then snug back up.
