So your glow plug gauge isn't working either? I recently bought one myself and everyone recommends not using ether on these 282s. (but there are others that say they do it and no problems). With the head issues I've heard about, I'm content not using ether (and haven't had much problems not using ether).
Does it have a block heater? If so plug it in. If not, you need to hold the glow plugs on for 3-4 minutes (no joke). Maybe longer. You could also put a heat lamp on the block too if you don't have a block heater.
But, you may have done all that already. If so, how are the fuel filters? If it's below freezing where you are, I'd definitely recommend a block heater or some other heat to warm up the block before getting too far into other causes.
