Farmall 400 idle problem

Went to help a friend with his 400 (gas) today. The tractor will idle fine when it is cold or until you speed up the engine, then it will stay running at about 2/3 full RPM until you shut it down and restart it. It will speed up from there but will only idle back down a little bit. The tractor seems to have lots of power and the govenor opens up when a load is applied. The linkage all seems to be working fine. Checked the carburator and intake manifold gaskets and could not find any leaks. Does anyone know the procedure for changing the low idle speed at the govenor. Is there a visible way to check for excessively worn parts in the govenor assembly. Sorry for being so long, but I have ran out of ideas and know that I am probably missing something obvious. Thanks, Mike S. (WA)
