'43 M freeze up, won't roll

Have machine that won't roll in cold weather. Have drained trans, got some water out. Warmer weather it still won't roll. What is the deal? COuld the axles be frozen? Different grease? How do I get the deck to stop leaking into the trans? thanks in advance ps, I don't use the electric start, if it won't roll start, I don't go dave
