It has been quite a while since I had one of them in pieces, so I need to say AS I RECALL. Others will be along and confirm correct.
The seal is pressed into the cover from the inner side, so the cover needs to come off. The pulley MAY have a setscrew to remove first (if some early A parts have migrated onto it). In any case, the pulley will be hard to pull off. You will need to back up the pulley with a large bearing separator. Screw a bolt into the end of the crankshaft (until it bottoms) to push against. The pulley may have a groove worn from the old seal. If so, ready sleeves are available to provide a new seal surface. I believe Case-IH has seals packaged with a wear sleeve. When you install the front cover, leave the bolts loose so the seal can self-center when the pulley is installed. Tighten the cover after installing the pulley. The pulley goes on much easier if you warm it first. A toaster oven set at about 250 works well, as does letting it sit in boiling water or heated oil. Screw some all-thread into the front of the crankshaft and use appropriate plates/washers and a nut to pull it on.
