It sure sounds like you have something wrong in the wiring or a different issue.
If you divide the $40 by even the high rate of 15¢ per KWH for cost you arrive at 266 KWH used per month or 8.88 per day. Basically 9 KWH per day spread over even 12 hours leaves a usage per hour of 750 watts, much more since it is not likely on 12 hours per night.. Surely you don't have a 750 watt light, thus my conclusion that you have a wiring problem.
Did you by chance have a rate increase that raised the total bill instead of the light raising it some?
