That type of problem can in fact be caused by one of 2 things. A carb not set right or clogged up can do that and even the best carb guy can miss something at times. Or a gov. that has a problem and on the Ferguson tractor there is a long drawn out set of thing you have to do to get the gov set correctly. A number of years ago I had to do some work on a TO20 that had gov problem and there was a guy on here that sent me to info on how to do it and it was like 4 or 5 pages of info
