When installing wet sleeves install the o-rings on the sleeves dry, run a pick or similar around the ring and make sure it doesn't have a twist in it and that it lays in the groove nice. Then take a straight edge and lay across the rings and MAKE SURE they are large enough to seal, they have to stick out from the sleeve enough to seal. I have been clipped too many times by all this junk from all corners of the world sold as quality parts. When I buy an Ell-Gippo engine kit I get a set of sleeve seals from the dealer to use, I won't use the ones supplied with the kit. After proper preparation of the sleeve bores I use Ultra Copper sealer as a o-ring lube and a sealer to install the sleeves and have NEVER had one leak since.
