If I were in your shoes, I would price both options and go from there. The 23.1x30s will be more expensive than 18.4x34's or 38's, maybe enough to pay for the rims. Also what do you plan to do with the tractor? If you want to plow at old time plow days the 23.1 x 30's won't fit in a furrow well and you will need an on land plow, but 18.4's or even 16.9's will fit the furrow better. If it's just going to be a trailer queen, use whatever turns your crank. I think the wider tires were offered for people who don't need to plow, because they would give you a lot more traction pulling a cultivator or disc. Those of us who plow want duals when cultivating or discing to get more traction and flotation.
