Well being a southern tractor hurts the value. I would really question the hours. 2800 is really low for a 40 year old tractor. The loader will actually hurt the value/resale for many buyers. I know I will rarely buy a loader tractor. They are used and abused much more than a non loader tractor. Mainly clutch and hydraulic issues. The 1976-77 models had an rear end update that makes them worth more.
From your description the appearance on this tractor would not be great with rusted through fenders and a bad cab kit. So with that of setting the good AC and low hours??? Your looking at a $10-13K tractor. Without pictures that is just a guess. Could be several thousand lower if the appearance is worse.
If your wanting to flip the tractor then remove the loader and all the mounts/fittings so it does not show being on the tractor. Then paint the frame rails and lower half of the tractor. The hood I would leave be unless it is really bad with rust and poor paint. A faded hood will out sell a fresh paint job on a tractor your trying to sell as low houred. Painting the frame and wheels does not negatively effect the value. A full fresh paint job some times makes buyers nervous of what your trying to hide. Sell the loader separately away from the tractor.
The top dollar tractors your seeing will be later year models with good/sharp original paint and not be in the South.
