Normal gas flow is out of tank bottom outlet into the sediment bowl, out its top (some have fine screen mesh filter on top) to carb via gas line, through needle and seat, into carbs bowl.
Can you remove the inlet line to the carb to verify good flow there?????? If not the sediment bowl assembly up top or the fuel line from bowl to carb must be clogged up (assuming good flow INTO sediment bowl from tank). Ive seen many gas tank outlets (some of thse have screen mesh also) plugged up with rust and dirt
If theres good flow in the line from sediment bowl to carb BUT THE CARBS BOWL ISNT FILLING I suspect the needle valve and seat assembly is gunked up and sticking. A lot of Gumout into the carb and tapping might clean it out but may not grrrrrrrrrr
Other possibility the carb bowl top vent is clogged up and shes air locking. Look for small vent holes on top of carb that may be clogged up.
If all well if you open the carb bowls bottom drain cock or plug and turn gas on there should be a constant steady stream of gas at least size of a lead pencil lead.
