Electoral college hasn't been used for all the presidential elections but most of them, it was approved in 1786. U.S. declared independence in 1776, George Washington wasn't until 1789. There were 8 presidents before Washington, or 8 presidents under the Articles of Confederation. Washington was the first president elected under the Constitution
