Did everything include condenser? If your meter is analog,set to it's highest rang,disconnect condenser wire,when you touch one lead to cond case and other to wire reading should quickly read high on scale then slowly drop. Reverse leads and reading should do the same. If it doesn't,the cond is defective. It's easier to just change condenser but vanity wan't let some of us throw even inexpensive parts at problems. (:
