I hate to make all the CUB lovers mad but here goes. LOL That PTO was not designed for a heavy side load. It was made to hook a PTO shaft to so the only side load was the weight of the shaft. So you now have a belt driven belly mower on it. You have the weight of the large pulley plus the side load created by the belt tension. The twists and turns the belt goes through means you have to have the belt fairly tight or it will come off the lower idlers where the belt changes directions and goes to the deck drive. So you have a load on the bearing and bushing that is causing the shaft/bearing to make noise.
I would check the bearing out and make sure it is good. Also all bearings are not equal. Just because it is the same size does not mean it has any were near the same load carrying ability. What I have found is many places are having bean counters control the quality of the parts they handle. A good bearing with more balls/rollers, IE. higher load rating, cost more so they are selling a lower quality bearing. This includes OEM companies too. CNH and JD both are doing this. So take the bearing and put it in a vice and see how much the inner race will move in relation to the outer race. I will bet that you will find it moves a fair bit. It will turn smooth but has more movement than a better bearing. I also bet that if you take the seal off it you would find it does not have many balls in it.
I first ran into this 5-6 years ago. My grain bins and grain augers use lots of 1" and 1 1/4" bearings. I buy them 10-20 at a time. I had been getting them on line. I started to have some noisy auger drives. I checked into the bearings. Most of them had 2-3 less balls in them. I checks the rated load rating and they where less than 50% of the higher quality bearings. So I really watch that now. Changing the one twice in two weeks on top of a 120 foot grain leg made the "value" equation a lot different. LOL
