I wish you luck. You will find that trying to just break even monetarily working on mowers is tough. People will go and buy a "new" box store mower for $1500 with a low monthly payment before they will buy a good used higher quality mower. A simple gas push mower can be bought for just over $110 new. Also if you charge anything at all for your labor the average repair bill will be more than the mower is worth in 75% of the cases.
I used to do a fair amount of lawn mower repair. Now it is just a trickle. They are all higher quality mowers too.
As for fixing and selling. You would have to have really cheap mowers to resale them. I mean under $500 type.
I will also tell you to see your insurance agent before you start this business. You will need a good liability insurance policy to protect everything you have earned in your life time.
You will need to make sure every single safety feature/switch is working when it leaves your shop. Even if the customer has unhooked it and is yelling at you for rehooking it. If you do not do this you will be liable if anyone is hurt operating or around the mower. This also includes deflector chutes too.
