First, there is not and never was a "ban" on those refrigerants. Manufacturers stopped using them in automotive air conditioners either by law or voluntarily (not sure which) in 1994. R-12 continued to be used in household appliances for years afterwards. R-22 continued to be used well into the 21st century in central A/C systems in homes and smaller commercial buildings. Never "banned," merely being phased out at the current time.

Also note that other "third world" countries continue to use R-12 and R-22 as well as producing those materials even now.

As to the "hole in the ozone," how about this for science?

Ozone is an unstable molecule of Oxygen represented as O3 versus the more stable and normal O2. As such it tends to break down into O2 rather quickly after being formed.

Ozone is formed by heavy electrical discharge (like lightning), ultraviolet radiation (like in our upper atmosphere as received from the sun).

This process of forming and decay of ozone is a natural progression. UV rays form it while it also decays because it is unstable.

Given the inclination of the Earth in relation to the sun's rays, there are regions that do not receive sunlight for some periods of time while there are other regions that are constantly receiving the sun's rays for periods of time. This cause uneven distribution of the ozone, and is more likely responsible for any "holes" than chlorinated fluorocarbons such as R-12 and R-22.
