You need much more water in the mix than is required to react with the cement to get a workable mix. That excess evaporates out, leaving the cured concrete less dense than the mix. The more water, the less dense, which is why it's important to use no more water in the mix than is absolutely necessary. Note also that concrete shrinks as it cures, which is why you need control joints in a large slab.
Doing a bit of googling, it's hard to find a definitive answer, but it seems wet concrete weighs around 3700 lbs/yd3, while cured concrete is about 3600 lbs/yd3.
