Well, ..... you never mentioned whether he is parking this stuff on the side of the street, or on his property (in his yard). If parking it on the side of the street, he would have to obey any ordinances in place, if any. You might want to check that out. Residential areas should have ordinances in place for extra stuff parked on the street, amount of time it's parked, etc. If none is in place, maybe you could check with the city or township about putting some on place. One shouldn't really be allowed to park a camper on the side of any road for the summer, no matter where they are at.
But if he is parking this stuff in his yard, driveway, whatever, I don't think there is really a whole lot you can do about it, except complain to him about it. Which sounds like you have already done, with no luck. If that's the case, I'd find a livestock trucking buddy, and tell him you got a perfect place for an un-cleaned semi cattle trailer to be dollied down for a while. Your neighbor smells that for about 3 weeks, he'll gladly move his camper to the back yard, if you'll make the cattle pot GO AWAY!!
