You have a valve that is stuck in the control valve and you will have to pull the top cover off and remove the valve . You just might get lucky and clean and polish the valve or you may have to buy a new one . There is one special tool that you will need to remove the valve but if you are good you can make it . Caution this is a finger pinchen job and you have to becareful of all linkage it is wise to take pictures of it so you can put it back together do not change any of the adjustments, some of the valves are spring loaded and when the spring is removed the valves must float free.
