Murray, this is not to scientific but close to correct I think. If you are talking about an older carbourated gasoline engine the fact that air is going through the carb will cause it to take some fuel with it if the throttle is closed, if the throttle is open then it will take a lot of fuel and the engine will accelerate. On a more modern fuel injected engine the fuel is controled more like it is on a diesel engine and if the engine speed is above where the computer thinks it should be the fuel is shut off as it would be with a diesel engine when the load is pushing the engine.
