Tractor only starts with zero throttle ... any ideas why ?

I've got a little Avery A here that I have a problem with. First off, I think it's running pretty rich (pretty sooty exhaust, etc) but other than that, it will only start (after much fiddling) when the throttle is in the complete off position. When it does start, it doesn't really roar to life since the throttle is off and it does sputter a bit but you can coax it to life eventually. Then it seems to run fine and it starts great (instantly) after it's warmed up then shut down. I've never done a compression check, it might be a bit down. It has a cylinder head on it from a smaller sized displacement of the same engine so the compression ratio might be somewhat high since the combustion chamber is smaller. Valves were ground and carefully checked for clearances. Any ideas as to what the problem might be?
