The Plastic sounds like a good idea, but I wouldn't put anything down for insulation. The more solid base you got for concrete the better. A layer of insulation would interupt a solid base. My opinion is if you know you are going to put a concrete floor in a building that you are going to build don't build a poll barn. You might as well have the footings and foundation and a framed up building if you are going to poor the cement slab. And then you don't have near as much to worry about as far as moisture, polls rotting off, bugs and rodents, and so on.
