cooling system problem

I just overhauled a Perkins 4-236 diesel engine from a Versatile 150 and it wants to throw water out the over flow{this is a problem that it had before I tore it down and had been doing it for quite some time but I was not told about it until now}. Just installed a recovery tank on it and it is getting bubbles in the tank along with the water. The cyl.head has been magnifluxed and resurfaced and the block has had new sleeves put in and the deck was checked for trueness and was ok. Has anyone run into this same situation on anything and what was the cure? All help is greatly appreciated. Thanks in advance. Rich
