The rubber compresion roller needs to sit on top of the steel roller below it. There should be no gap. The roller it seems to me that the hay is wrapping around is the lower drive. You are correct that there is a scraper for this roller. It should be just off the roller. If hay is wrapping around this roller then your hay is probably to wet. It sounds like you have either a Vermeer 605 C or D model baler. For these balers the hay needs to be just right or it will wrap. This baler is probably 20 to 25 years old.
