I have had a Pacer (big brother, almost identical to the Pony) for over 20 years. What I do is take the brake covers off, remove the brakes and take them to any good brake shop for re-furbishing. Sometimes they will have to send them to a specialist in a city but they come back fine. The technology seems outdated but any good modern shop will sort you out quick enough. The brakes actually work very well when properly adjusted. Make sure your springs are in good shape so they don't rub.
