Question on Farmall Carb

Yesterday I removed the carb from my Farmall 400, took it apart and threw it into the cleaner. Almost everything is going OK... In the lower casting (fuel bowl side) there seems to be a vent in the bottom of the "tube" that the air flows through. If you turn the casting upside down and look at it, there is an approx 1/2" diameter hole machined into the bottom of the carb. Then, it looks as if a "washer" was pressed into the hole in the casting... the hole in the center of the "washer" is only about 3/32" in diameter and it looks as if it may be holding some sort of packing in place. Question... is this a vent that should be left open?? If so, how does it not pull dusty (unfiltered air) into the intake? Should the "washer" be removed & packing replaced (or is the material inside the opening simply years of accumulated crud)? If it is a packing that needs to be replaced, any ideas where I can find suitable material... the kit I bought for the carb included only one packing, the one for the main adjustment screw. I definitely appreciate any help y'all might be able to offer!!! Regards, DL
