JKid Lots of penetrating oil. Put a chain through one of the holes in the wheel, around one of the mounting bolts on the axle, and back through a hole opposite the first. Turn the wheel till the chain is tight. Back it off a little. Then with all you've got, or maybe with a buddy helping, spin that wheel as hard as you can tightening up the chain. May take several tries, but it will break loose.
