Leland, I don't know anything about your neck of the woods. But it's seems here in Texas that if you have cows, or want to own cows, and your neighbor has no cows, nor wants none, you are the fence builder. It comes down to who wants to own, and keep up with thier cows. all stray cows that don't have an owner attached will be sold at auction by the sheriff dept. I could be wrong about this, but don't think so.. Redmud
