Just under the seat there is a large hex head plug. 1 1/16 wrench fits it. Under this plug is a large but weak spring and a check valve. Remove this spring and valve,clean it and housing with a rag, re install make sure it works freely up and down. Then try lift again. As for starting problem, this engine is equiped with a thermostarter. A glow plug check valve located on the intake manifold just below where the intake hose is connected. This unit is activated by turning the starter switch CCW for a few seconds. This needs to be kept in good working order. Another usual problem with starting this engine is cranking speed. It was intended for this tractor to have 2 large 6 volt batteries 1200 CCA combined and large battery cables, 1 gage or heavier to aid in getting cranking speed up.
