It would take more time than I have to explain the whole picture but as usual you can put some of the blame on the government (no matter who is in charge) and a lot of the blame on the people needing help. A LOT of people are getting back on their feet and it is better now than it was in the past months. BUT there will always be a few that yell the loudest and that is the ones you hear about on TV.
