I'd look for a suction side leak or a leak between the hyd pump and the hyd cyl, that is allowing air to get in.. etc. I don't know anything about your machine.. but I would look at the hyd plumbing schematic, and determine where air is getting in.. look at where you burp it at, and then work back to pinpoint it.
