Here's a description of it from a web site found on Google. [Blackleg is a fatal disease of young cattle. It produces an acute local infection, and the resulting blood poisoning leads to rapid death. The name ‘blackleg’ derives from the fact that the site of infection is often a leg muscle, and that the affected muscle is dark in colour] There was black leg on a farm dad bought 50 years ago. When he turned some cow calf pairs loose it didn't take long for the calves to start dropping. Ever since we have vaccinated the day old calves with a 7 way blackleg vaccine. I don't think it still lives in the soil but I'am not willing to take the risk of not vaccinating and losing calves.
