Nope, No return hose. If you're using a two way cylinder (which it sounds like you are), you have to configure the thing to work one way. That is, you have to "vent" the non-use side/port to breathe. Since it is now plugged, there is nowhere for the air to escape/enter and that side of the piston is holding the ram pretty much where it is. take the plug out of the "off" port and see if that lets 'er go up and down normally.
