It's probably worth talking to a real estate lawyer about whether you can protest the change in valuation, especially if you didn't make any improvments last year. Here in PA you can donate the development rights to your land to a conservancy organization, which will give you a tax break and should lower the assessed value. But don't believe anything I say; talk to someone who knows the laws in your state.
