Info from the Honda HT 3813 Shop manual---Later model 3813 k1 after serial NO. 5100001 camshaft pulley is a tapered fit on the tapered camshaft end. No special removal instructions. Serial # is on right side of frame below muffler.
For early model HT 3813 KO - ser no.5000001 to 5099999 the cam pulley slides on a straight fit with a woodruff key. Shop manual says to remove the 10 mm hex nut & washer and remove the pulley with the rotor puller (special tool no. 89301-400-000) which looks like a pipe plug screwed into the pulley threads to press it off the shaft. Neither model shows the pulley threaded to the camshaft. When reinstalling the pulley tighten nut to 27.5 ft lbs. Dont forget the woodruff key. Good luck.
